MIK---your first guess was correct. It is an Harris-Corliss steam engine Wheel/Pulley used in Franklin, NH. The William A. Harris Steam Engine Company in Providence, Rhode Island, supplied a number of corporations with mill engines for hybrid (steam and water) power systems in the 1800's.
