I've been looking on the web for a how to CLA a FED 3 without much success. Plenty of bits and pieces but nothing complete. Anyone have any useful site hints?

Mechanically the FED 3 isn't much different than the FED 2. In fact there's a late FED 2 model that looks like a FED 3 except for the engraving. There used to be several sites with info in disassembling the FED 2 (their locations escape me now.
The changes on the Fed 2 through FED 5 were more cosmetic than innovative--a little better finder here--lever wind there. But the shutter stayed pretty much the same.

Bob, if, as I think, you are a member of RFF, use the Zorki 4 HOW TO I posted on there. The FED 3b is very similar and you shouldn't have trouble figuring the differences.
The synchroniser is much cruder and doesn't sit over the slow speed mechanism, so you won't need to remove it. Also, there are no flying springs in the wind-lever so you can safely remove the lever, without precautions, when removing the top. Once the top is off you'll see the wind lever spring and how to deal with it. The rf window has to be removed to get the top off, unlike the Z4.
Hope that helps, have fun!
