Good one John. I know an answer is not requested or expected, but it could probably happen in many places. Sweden for example. During a drought with water restrictions you can still have a very local cloudburst during one of the thunderstorms that punctuate heat waves. And, especially here, the flood meadows along many of the major rivers have been built on in recent years and can be subject to serious flooding due to unexpected heavy rain further upstream where there doesn't happen to be a drought.
