I think it's a closeup lens with a matching lens that went over the viewfinder. Had one similar for a Canon RF.

Wayne is correct. It's a close-up device for a Kodak Retina that permits using the rangefinder to focus much closer than normal. The taking lens is modified by the additional lens to work properly with the RF.
I have a slightly different close-up set for the Contax rangefinder camera that consists of three lenses for different distances and a separate finder that fits into the accessory shoe. Fit the finder in the shoe, select the lens and then the corresponding eye-piece for the finder. Set the 50mm lens at infinity, put the lens on, focus and take the picture. The set comes in a box marked "Contameter". If you can find one, they now bring a pretty penny from collectors. They also made a set for the Super Ikonta.
