I have two as well as versions labelled Dakota, Vivitar etc. Made by Cosina I believe. Not terribly durable, I usually buy them for under $20 with a zoom lens included. One site I'd seen even said if you ordered enough directly from Cosina they'd label them any way you wanted.

My guess would be that they were made under license in China.

Our local camera store, Idaho Camera, sells the Promaster line of lenses. That;s their house brand. Don't know that they have ever offered a Promaster body, however. Promaster lenses are made by various name lens companies. I have an old Promaster zoom that was actually made by Tamron.
